I am surprised it is that small a number to be honest. You will remember when the Premiership gifted the lower leagues a sum of money from the pot they had set aside for Fulham's previous Premiership relegation, some of the money was set aside for clubs that couldn't meet wage commitments. This was separate to the fixed payment. The condition of taking that extra money was that you were capped on salaries and subject to transfer embargoes. So I expected more clubs to be in that position.

i think its a transfer from other clubs embargo not a signing out of contract players embargo but i might be misinterpreting it wrong.

They can sign free agents, but offer them no more than 12 month deals.

and I think that the overall playing budget for the club cannot increase too if I remember rightly - so they are only signing players using the budget from those players released.
