We don't know, he hasn't played in a PL game or any top flight games. But I assume, they know he has got what it takes, but I still think it's risky. If we have 25 million to spend on one player l, we could probably buy Pukki, Dennis or another proven PL striker and get Delap in on loan as well.

Presumably a buy back clause would be factored into any deal.

But that only comes into play if he cuts the mustard.

If he doesn’t, £23 million is indeed quite a bit…..

Seems low risk to me. We just hired the manager of the city academy who presumably knows the lad inside out. As its his first move for us, I must assume he is very confident he's worth the money.

Why would they lose out on a possible transfer fee of 60 million plus in a couple of years, and / or a top PL goal scorer for just 20 million? This looks like a no go unless we get him on loan or a buy back clause, but even then, why would they want to have to spend money to buy him back? They will want to send him on loan, and if he's brilliant they will sell him for lots of.money or play him in their team.

Given their net spending usually way exceeds their incomings from transfers, they need cash in the bank to do the deals. Selling lads out of the academy is one way to do it. There is a risk they may let a goodun go, or have to buy back at a premium, but that’s only applies if the lad is excellent in future, and City want to do the deal. But that can get a load of cash right now.

Why didn't they accept our bid then? It's the opposite of what you say. Man City don't need to sell, they are one of the richest clubs in the world, and can have a policy of short term pain for long term gain. They have a likely 60 million plus coming their way for Delap, next season or the season after that. They will wait for that, rather than take 16 million now.

But they are ignoring the cash flow, because Pep has said Broja is going on loan despite reported bids incoming. As I thought, they will let him develop this season at another club and then sell him next season for a larger fee, once he has scored a few goals. Not sure how the FFP works, because they must be paying De Bruyne, Haaland, Grealish huge amounts of money but it doesn't seem to affect them. They are so rich, it doesn't matter if they get fined.
