I wouldn't be too sure. Most of the ministers in this government have been appointed solely on their attitude to Brexit, not in their ability or suitability. Johnson wants people around him who are going to support his & Cummings' plan to drive through whatever sort of Brexit their paymasters want without rocking the boat. If they happen to be completely useless in their allocated roles is irrelevant and it's becoming clear that the list is seemingly endless.

Or it could be that we have the worst set of politicians in living memory as evidenced by people thinking Bojo was the best choice?

Whatley always seems unready and very nervous, not suited to being in front of the cameras. Yet another politician who looks like they'd have trouble holding down a job at Tesco's.
