These rules are not hard and fast. If the setup at the stadium doesn't permit it, then the away allocation can be less. Newcastle seem to get away with a lot because of the special circumstances at their stadium.

I can only assume they would give the away team another block in that usually empty block in the Kingsland next to the away fans. Those extra away fans could just come in via the same entrances as all the other away fans, come into the stadium with everyone else, walk down to the front of the away section by the pitch perimeter and then up the steps into that extra block in the Kingsland. Block off the entrance to the home concourse and put stewards in the aisle next to the Saints support in the Kingsland. The outside area is there too, so plenty of room in the concourse for those extra fans. That would be a solution wouldn't it? [Post edited 9 Mar 13:45]
