Could say the same of any modern country. Wales - Gwynedd, Powys, Ceredigion, Dyfed, Glwysing, Gwent. England - Northumbria, Mercia, East Anglia, Esse, Kent, Sussex and Wessex. (most of which were establish by foreign invaders) All border regions fluctuate between England/Wales, England/Scotland. And quicks remain, e.g. Doncaster is technically in Scotland!
