The most likely reality to me, is Prince Andrew is invited to many functions/parties as are many powerful people. Hostesses are provided at quite many of these I would imagine (I don't get invited myself so can't say for sure).
I would also guess that most of these functions and parties are were not orgabised by Epstein, there would be many such functions held by different people with many different powerful people being brought together. And no doubt young women provided, all legally.
I'm not saying any of this is right, its what happens.
Prince Andrew was a guest, as were other powerful men with influence, Epstein was one himself.
I can see nothing that indicates Prince Andrew was an organiser of these events or had any input at all, just an invited guest. The girls as far as he was concerned were of legal age and there of their own will.
