Really not sure what you are on about here. The video shows a full ground, and PFC has been ticket sales for a while very difficult to sell the stadium out, when the away fans are given whole chunks, and there is always a good separation between fans. [Post edited 8 May 15:00]

A generous 400 from Blackburn, 500 Pompey in that end, so the crowd is 2100 short of capacity as the Milton End holds 3000

So 3000- 400- 500 =2100 short of capacity without the others that never showed in the other 3 stands, the crowd was about 17000

So how is the crowd given as 19,652 Einstein?
