Yes, the main requirement of the draw was that France and Argentina should be kept apart until the final.
Without checking, I guess the previous World Cup's finalists are usually kept apart in this way.
It just seems odd that a 2nd placed group team should get Argentina at this stage, whereas 3rd-placed group teams get easier opposition. Maybe it's collateral of the complicated process of keeping the big hitters apart for as long as possible. [Post edited 28 Jun 13:17]

Pre draw they kept the 4 highest ranking nations (France, Argentina, Spain, us) apart so that if they all won their group they couldn't meet til semis and so it ended up with us and Argentina in one half and Spain and France in the other. That group of 4 could have been drawn differently though so it didn't necessarily mean France and Argentina couldn't play until final.
The latter part re Cape Verde is a symptom of the uneven number of teams qualifying from groups. With a 32 team tournament you'd have 1st v 2nd all the way through but that's not possible here so only applied to 2 groups. There's a couple where two second placed teams play each other too. |  | | |
