It's transported primarily by air so I don't know if its a case of basic hygiene. It's a crowded unkept dump though. The locals don't really have much respect for the place when I've had the misfortune of having to pass through.
A mate of my son works for Portsmouth city council. Apparently the council have taken Tivoli, a subcontracted out grounds, utilities and maintenance provider back in house and have based all the extra manpower and equipment at their biggest cemetery...Kingston cemetery. Their map didn't include Cobham, Henley On Thames and Sandbanks as part of the
Greater Little Portsmouth area.

The OP is on about Portsmouth players, but you are now on about the general public. Well, my guess is that there are more than 4 players who already have it, and have already passed it on to several others.
Portsmouth is a more dynamic place than Soton and therefore the populous travel around a bit more, and hence this is why more people have the virus than your town.
