I was at Wigan and Reading, both of which were fookin' freezing, but the coldest I have been was a visit to Camp Nou. It had been pretty warm-ish all weekend, but the match on the Sunday night saw temperatures drop. I was dressed for a balmy evening but the wind whipped round the half empty stadium ('only' 57000) and I have never been so cold
Wettest was probably Bucharest, and christ knows what was in that rain, but I was ill for a week after.

Coldest . Swindon i think it was in the league cup ?0-0 draw and then 4-2 aet at the dell. Anyway swindon , open terrace no coat minus 70 degrees never again so cold my bones ached for days after
