Seems like he is on his way out of Everton after only 8 months, something intrinsically wrong with how his career has gone down the pan so quickly and he is still only 26.
It seems that although Everton got him on a free transfer they have to pay if certain criteria is met, the first is if he makes 20 appearances for Everton they have to pay Spurs £10 million, so far he has played 13.

I saw an interview with Alex Ferguson a year or so ago and he was asked who he thought would fill the void of Messi and Ronaldo when they retire. He said that a couple of years ago he thought it would be Alli, he said he had all the qualities and abilities to be great but somewhere along the line it has broken down.
