I wouldn’t be surprised if they were being watched until an opportunity arose to arrest them with all of the evidence. I do know that in every operation that is a consideration no matter the job. Risky, but the govt / SAS did exactly that on a particular petrol forecourt in Gibraltar. |  |

And if they had to prevent information (if damaging to governments reputation) from getting out by using the excuse of national security or judicial/investigative requirement they would do so imo. There would be nothing worse for the Labour Party and Labour government if it came to light (if it was/is) that the alleged suspects came over from France via small boat, were provided with a new alias/I.D by the state and given tax payer funded accommodation in a four star hotel. |  |
